PAVE certification

Justin WinterBy · Updated August 28, 2026

The short answer

A USPS testing program (Presort Accuracy, Validation, and Evaluation) that certifies mailing software correctly presorts and barcodes mail to postal standards.

PAVE-certified software has passed a USPS test suite proving it can presort mail and generate a compliant Intelligent Mail Barcode, which is one of the ways a mailer demonstrates its list-processing tools meet the standards required for automation and presort discounts.

It is a software certification, not something an individual mailer applies for directly — it matters to the vendors and systems that prepare commercial mailings, not to someone sending a single letter.

  • Presort — Sorting mail into ZIP code order, and grouping it into USPS-defined batches, before it is entered into the mail stream — required for many commercial discount rates.
  • Intelligent Mail barcode — The USPS barcode printed on letter mail that encodes routing and a unique piece identifier, enabling automation rates and tracking.
  • Full-Service Intelligent Mail — A USPS program requiring mailers to register their Intelligent Mail Barcodes with a Mailer ID and unique serial numbers, in exchange for per-piece and per-container tracking data.
