The quote. A yes only counts for the quote it answers: the exact recipient, words, class and price it was made for. Change a word or an address and the old quote no longer applies, so you get a new one. The address is checked against USPS data before any charge.
No. Every send starts with a quote, and nothing prints until you reply yes to it. A quote holds for 30 minutes and answers to one reply, so an old yes cannot send a new letter.
